Hearings before the BVA

Recent decisions of the U.S. Court of Appeals for Veterans' Claims confirm that board judges must "fully explain the issues" that the board judge is deciding.  Why is this important?   Because the BVA must tell veterans why the case has been denied, for what reason, and what issues have been conceded.  So if the issue in a claim was denied for lack of a diagnosis, the board cannot later deny for a reason that the board did not raise as an issue.
