The VA officially acknowledges that they will not clean up the backlog unless there is a change. To some extent, this is heartening, because the VA's position has been that it was working to clean up the backlog.  Despite huge funding increases and large numbers of new hires, the VA is acknowledging what attorneys, veterans service groups, and VA employees have known all along: the VA backlog is not getting better, but is only balloning in size.  

Testimony before Congress this week shows there are 895,000 pending claims with 70% older than 125 days, the agency's self-imposed processing deadline.
