Attorneys have the highest win rate at Board of Veterans' Appeals (BVA) by far according to a new report.  In cases where attorneys represent veterans, for Fiscal Year 2013, only 15% of the cases where a veteran was represented by an attorney were denied in FY2013.  This compares to the overall denail rate by the Board of 24.2%.   The win rate for attorneys 31.0%  of the decisons by the Board, compared to the overall rate win rate of 26.2%.  

Most cases are still remanded by the Board, ussually for a new medical opinion or to obtain missing medical records.  49.6 percent of attoreny cases are remanded; compared to 45% of all cases.  

Especially disappointing is the bad win rate for Vietnam Veterans of America (VVA).  This organization is basically responsible for judicial review, but now has the worse win rate of all the service organizations, at only 22%, which is four points worse than the State Veterans Service Organizations, which have a win rate of 26%.
