The Fully Developed Claim (FDC) program is an optional new program that allows veterans, service members, and survivors to receive faster decisions on compensations from the VA. With the VA backlog consistently making headline news, it is worthwhile to consider this option if you feel that you have all of the necessary evidence for your claim.
Veterans, service members, and survivors need to submit all required records and documentation when they make their FDC. It is also required that the claimant certify that he or she has no other evidence to support their case. The VA can then review and process the claim more quickly.
Who can file an FDC?
Veterans may file an FDC for disability compensation for the following reasons:
- An injury, disability, or condition considered to have be caused or aggravated because of military service
- An additional condition considered to be caused or aggravated by another service-related condition
Service members can also apply before they leave active duty. This is called the Benefits Delivery at Discharge (BDD) program. Go to the VA's eBenefits website to apply.

Service members who do not meet the BDD criteria or have 1-59 days remaining in service should submit a Quick Start claim on eBenefits.va.gov
Veterans, their families, and survivors are also eligible to apply for a pension or a Dependency and Indemnity Compensation (DIC) claim.
